Promo Stackers

In a recent Author Media, Thomas detailed Promo Stackers for reviving a book that was low in sales. However, when my writing group discussed the possibility of doing a promo stacker for a book launch (a month prior?), members of my group did not advise doing this. Was I wrong in considering that promo prior to a Book Launch or would I lose too much?
