How many villains???

Hi all. I’m in need of some advice about how many villains I should have in my story.

To provide a bit of background, I’m writing a dual-POV YA dystopian trilogy, and the two main characters have slightly different (but still thematically relevant) lessons to learn, and subsequently different arcs, demons, fears, etc. I’m wondering whether I should have two separate villains, too.

Now, by “two separate villains” I don’t mean that there are two completely different stories happening right beside each other; these two main characters are working to overtake the evil government (that is the gross oversimplification), so they’ve got the same macro-enemy.

The problem I’m trying to solve is that there are 2 main characters and only 1 “big bad” (so to speak). The big bad guy in charge of the evil government is the female MC’s brother, and he kind of represents the things she’s struggled with during her life, so I’m fairly sure I want him to be the sort of physical representation of her internal struggles; and I’ve had the concept of the male MC’s father (who is a close business partner of the big bad government) being a representation of his struggles. So, in my head I have them each facing their fears after building each other up in the lead-up to the climax, where they each confront their individual nefarious family members and eventually win over and such.

My question is, is this a good idea? If I have two different villains, each representing one of the two MCs’ struggles, is that realistic? If I’m careful to keep everything concise and interwoven in a way that isn’t super hard to follow, and keep a thread of the same themes running through all of the characters’ interactions, will that be enough to make a satisfying result to the struggles between all of these characters? I can’t think of an example of an author doing this successfully, so either it’s really hard to do well, or it’s just not plausible, or I just haven’t read enough, which is also quite possible.

This detail is a pretty important part of the plot (obviously), so the way I structure my story will change depending on what I choose to do. So, any advice or alternative suggestions about this would really be appreciated, and of course I’ll also happily provide extra clarification if this was difficult to follow. Thank you so much in advance!!
