Libraries placing Ads inside books?

Has anyone ever heard of this —the Maricopa County Library District in AZ is offering ads inside physical books. It looks like it’s intended for local businesses but made me think, what about local authors? If you write historical fiction, could you put your ad inside a similar popular historical fiction book?
