Piracy or legit?

I saw today that a couple of the Narnia books have free versions on kindle. But they’re with Horizon Ridge Publishing, not Harper Collins. Is this piracy or has another publisher gotten permission to distribute these books? And why would they make the books free? I’d love to have these ebooks, but I don’t want to contribute to piracy if that’s what’s happening…anyone know?
