Who gets to call themselves an Editor?

Is it, as I suspect, the same as “writer”? Anyone, as long as they’re doing it? Regardless, I know there must be best practices, things to know well, others less well but still important, maybe organizations to join, etc. If anyone has insights, please share them! Especially keen to hear from folks who are working (or have worked) as editors. Trying to learn not only to assess those I may work with, but also to possibly seek work as one. Thanks!
