sequence: beta readers then edits or the other way around?

I understand that the answer to this question depends on defining the terms.

beta readers -

developmental edits - big picture, plot, characters

line edits - making each line sound the best and be clear

proofreading edits - punctuation and spelling

Perhaps you could define them as you understand them when you answer, please.

I’ve recently talked to a variety of published writers who have done this sequence differently, so I’m hoping to get some understanding of WHY you choose the sequence you do.
