Trad/Indie Publishing Editing Options

Hello everyone! My novel is close to complete and I plan to submit it to an independent or traditional publishing outlet. I’ve heard that paying an editor to review the manuscript before submission is a good idea but I’m not sure if that’s expected by independent and traditional publishers? I’ve revised it myself and have had lots of feedback from friends, family, and peers but do I need to pay to have it professionally edited as well?
